How to Apply for the Program

Enrollment begins with a search on the Centralized Eligibility List (CEL). You may call the CEL at 209-238-6400 to be placed on our phone waitlist. You may also visit www.stancoe.org/cfs/cel and put yourself on the waiting list.

What is CEL?

The CEL is a system that allows subsidized child development contractors to access children that are eligible for their programs. The term “eligibility” is used because families are ranked by eligibility factors for subsidized care. Families are drawn from the CEL. Enrollment is based on the lowest rank first. All interested applicants are required to use the CEL. Priority for the CEL is given to children involved with CPS, considered At Risk, and lowest ranked.

How to Qualify for the Program

Eligibility is based on one or more of the following:

  •  Income- Current complete month or proof of income termination

Any parent who is listed on the Birth Certificate OR other Birth document must provide income verification unless documentation is provided to show a separation or absence

  • Current Aid Recipient- 12 month TANF Statement
  • Homelessness- Letter from homeless shelter or housing program
  • Child Protective Services- CPS Referral
  • At Risk of Abuse, Neglect, and/or Exploitation- Referral from a licensed professional
  • Family Size- This is any children that live in the home and any adult who financially contributes to the household or provides for the children
  • Child’s Age- Older children have a higher priority

Required Documentation for Applying

  • Birth Certificate OR other Birth document for the child you are enrolling (as well as for each child you are claiming is in the home)

Proof of one or more of the Eligibility areas listed above (income, current aid… etc.)

Como Aplicar para el Programa

Inscripción empieza con la Lista de Elegibilidad Central (CEL). Usted puede llamar al CEL al 209-238-6400 para ser puesto/a en la lista de espera. También puede visitar la pagina de Internet www.stancoe.org/cfs/cel y ponerse usted mismo/a en la lista de espera.

Que es CEL?

El CEL es un sistema cual permite contratistas de desarrollo de niños para dar acceso a los niños cuales califican para sus programas. El termino “elegibilidad” es usado porque las familias son clasificadas por factores de elegibilidad para cuidado gratuito. Las familias son elegidas del sistema CEL. Inscripciones son hechas basadas en la clasificación mas baja primero. Todos los aplicantes interesados son requeridos de usar el CEL. Prioridad del CEL es dada a los niños envueltos con CPS, considerados A Riesgo, y con clasificación baja.

Como Calificar para el Programa

  • Elegibilidad es basada en uno o más de lo siguiente:
  • Ingresos- Un mes completo de ingresos corrientes, o comprobante de terminación de ingresos Cualquier padre que esta en la Acta de Nacimiento O otro documento de Nascimiento debe proveer verification
  • Recipiente de Ayuda Corriente- 12 meses de TANF
  • Perdida de Vivienda- Carta de un refugio de perdida de vivienda
  • Servicios Protectores de Niños-  Referencia de CPS
  • A Riesgo de Abuso, Abandono, y/o  Explotación- Referencia de un profesional licenciado
  • Tamaño de Familia- Esto se refiere a cualquier niño que vive en casa y cualquier adulto cual ayuda económicamente al hogar o provee por los niños en el hogar
  • Edad de Niños- Los niños con mas edad tienen prioridad

 Documentación Requerida para Aplicar

  •  Acta de Nacimiento O otro documento de nacimiento que le pertenece al niño que gustaría inscribir (como también para cada niño que esta viviendo en casa)
  • Tarjeta de Vacunas corriente del niño
  • Comprobante de una o mas de las áreas de Elegibilidad  (ingresos, ayuda corriente… etc.)
  • Una cuenta o recibo de servicio (luz, gas, teléfono… etc.)
